SEO and link building goes hand in hand but i would want all webmasters to not joke around with it as it is serious stuff. In the process of link building it is mandatory to send a link to another website. What is important is what are the kind of websites that you link to.

Ensuring Quality of Outgoing links

When you send an outgoing link to another website ensure the following:

1. The website is related to the your theme.
2. The website is not a link farm, spam website etc
3. The website is indexed in the search engine.

Outgoing and Search engine rankings

A good outgoing link can enhance the ranking of the website, it makes the search engine feel that you hangout with the right breed of people, which in turn gives you better search engine rankings for a particular theme. And if it goes otherwise then you are giving the search engine a wrong impression inturn reduced search engine ranking.

So my peice of advise is dont worry about outgoing link, make sure they are authority websites to your theme, avoid linking to competitors and your ranking will be sure to go up.
